[Youth-list] Update on Senate Bill relevant to work on behalf of children and youth

Later in the week, the Senate could begin work on the $150  billion FY 2008 
Labor-Health and Human Services-Education (Labor-HHS)  appropriations bill, 
which is more than $9 billion above the President's  request. The measure 
includes funding for education programs including  Head Start ($200 million 
increase), Title I ($1 billion  increase), IDEA Part B ($450 million increase), and 
Statewide Data  Systems ($33.4 million increase). Teacher Quality State Grants 
and Perkins  Career and Technical Education State Grants would be level-funded 
and the Pell  Grant maximum would remain at $4,310.  
The bill increases funding for community health centers by  $250 million for 
a total of $2.238 billion, and increases funding for  the Community Services 
Block Grant by $40 million for a total of $670  million. It would provide level 
funding for the Low-Income Home Energy  Assistance program at $2.161 billion, 
and the Child Care and Development  Block Grant at $2.062 billion. In 
addition, the bill includes a  provision expanding funding for embryonic stem cell 
research. The measure  provides $2.1 billion for substance abuse treatment and 
$197 million for  substance abuse prevention. 
In addition, it includes $888 million for pandemic influenza  preparedness. 
Funding for Safe and Drug Free School State Grants would be  reduced by $46.5 
million from the current funding level to a total of $300  million in FY 2008. 
The Ex-Offender Re-Entry Program would be funded at $74.6  million, and the 
Veterans Employment and Training program would receive $228  million.
